About this Transparency Site
Transparency.Arkansas.gov is a resource for citizens, legislators, news media, scholars, and nonprofit groups who want to know where the state, their city, town, and school district get their money, and how they spend it. It was created as a result of Act 303 which was passed in the 2011 General Session requiring the Department of Finance and Administration to create a free website, accessible to the public that contains state financial information.
General Website
This website contains detail transactions which are uploaded to the website on a regular basis. Revenue, expenditures, payments to city and county governments, and contracts are updated daily. Employee Compensation transactions are uploaded monthly and debt service data is updated quarterly. Some of the expenditure data is considered private or protected under state and federal laws. If a payee/vendor/customer name is protected by law, the vendor name will be displayed as "Not Provided" on the detail transaction page. At this time, customer names are not displayed for any revenue transaction. As privacy concerns are addressed some customer names may be displayed in the future. The project sponsors have obtained the data presented on this site from Arkansas state government sources presumed to be accurate and dependable. The project sponsors do not warrant the accuracy of the data and are not responsible for opinions or analysis presented by other persons or organizations that viewers may access through this site.
Expenditures
Expenditures are the way the State spends money. This could be a State warrant, an electronic transfer (like a direct deposit) or funds transferred to another agency. Expenditure data is updated daily.
Revenue
Revenue includes tax dollars, but it also includes fees, fines, grants and other sources of revenue. Revenue data is updated daily.
Employee Compensation
Employee Salary data is uploaded monthly. Regular State Employees' annual salary will be displayed along with certain census-type data. Other Employee Compensation (such as emergency military call-up pay, board stipends, concurrent employment, etc.) will be displayed separately and that data will be totaled by fiscal year-to-date. Data that will not be displayed will include compensation differential payments, shift differential payments, overtime payments and lump sum payments.Regular State Employees' annual salary will be displayed along with certain census-type data. Other Employee Compensation (such as military call-up pay, etc.) will be displayed separately and that data will be totaled by fiscal year-to-date. Employee Salary data is uploaded monthly.
Bonded Indebtedness
This section of the Arkansas Financial Transparency web site only provides information on the bonded debt of the State of Arkansas. Various state agencies enter into loans, capital leases, etc., with Arkansas Development Finance Authority (EDIFY). EDIFY records the bond issues for these debts. While the State has other types of debt; loans payable, notes payable, capital leases payable, installment sales payable, etc. only debt from a bond issue is presented on the Arkansas Financial Transparency web site. For information on other types of debt refer to the State’s Comprehensive Annual Financial Report (CAFR). Bonded Indebtedness data is update d quarterly.
Contracts
Two types of contracts are displayed on this website: 1) Standard contracts in excess of $25,000 and 2) Construction contracts in excess of $20,000. Data about these contracts is displayed on this website as well as in PDF documents. Some contract data is considered private or protected under state and federal laws. That data will be summarized to provide that privacy while also providing the reader with accurate details. Contracts are updated daily.

Payments to Cities and Counties are expenditures that are separated from standard Expenditures tab in order to provide greater transparency regarding local government transactions. Payments to Cities and Counties data is updated daily
